AAC-NCDP ELECTED OFFICERS
Elected Officers of the AAC-NCDP shall be:
President
First Vice President
Second Vice President
Third Vice President
Secretary
Assistant Secretary
Treasurer
Assistant Treasurer
Parliamentarian
At least one of the above officers shall be thirty-six years of age or under at the time of election
DUTIES OF THE EXECUTIVE OFFICERS
PRESIDENT
The President shall call and preside at all meetings of the AAC-NCDP.
The President shall appoint members of all committees with the advice of the Executive Committee, may call special meetings for any committee, and shall be the ex-officio voting member of all committees except the nominating committee.
The President is the chief spokesperson for the organization.
The NCDP Plan of Organization and Robert’s Rules of Order shall govern the President and Organization if the Bylaws do not reflect specifically any questions which may arise..
The President and Executive Committee shall have general supervision of all affairs of the AAC-NCDP and shall cooperate fully with the North Carolina Democratic Party Executive Committee.
FIRST VICE-PRESIDENT
The First Vice President shall preside at all meetings in the absence of the President or upon the request of the President.
If for any reason a vacancy should occur in the office of the President, the First Vice President shall assume the office until the next election.
The First Vice President shall chair the Membership Committee.
The First Vice President shall assist the Out Reach Committee Chair in recruiting and developing new county caucuses.
SECOND VICE PRESIDENT
The Second Vice President shall preside at all meetings in the absence of the President and First Vice President, and assist in all duties upon request.
The Second Vice President serve as First Vice President should that office be vacated.
The second Vice President shall serve as liaison with other Democratic auxiliary organizations (Young Democrats, senior Democrats, Democratic women ect..)
The Second Vice President shall serve as Program Committee Chair.
THIRD VICE PRESIDENT
The Third Vice President shall preside in the absence of the President, First Vice President and Second Vice President and shall assist in all duties upon request.
The third Vice president shall oversee the preparation of the AAC-NCDP Newsletter.
SECRETARY
The Secretary shall perform all tasks assigned by the President.
The Secretary shall be custodian of all minutes of meetings of the AAC0-NCDP, and keep on file all reports of the Officers and Committee Chairs.
The Secretary shall keep membership lists, shall be custodian of all official documents, and shall keep and maintain all records of historical value, shall send notices of meetings and necessary notifications or mailings and shall handle the correspondence of the AAC-NCDP.
The Secretary shall work closely with the Treasurer to keep the membership list current.
The Secretary shall record and distribute the minutes of all meetings of the AAC-NCDP and keep a record of attendance.
ASSISTANT SECRETARY
The Assistant Secretary shall work closely with Secretary and assist in all duties upon the request of the Secretary.
The Assistant Secretary shall serve in the absence of the Secretary and shall assume the office of the Secretary in the event the office becomes vacant.
The Assistant Secretary shall perform all tasks assigned by the President.
TREASURER
The Treasurer shall be responsible for the receipts and disbursements of all funds, shall make a full financial report at each meeting of the Executive Committee and provide such interim reports as the President may direct.
The Assistant Secretary shall produce the books for inspection (Federal and State accounts) on demand by the President and or the Executive Committee.
The Treasurer shall prepare accounts for audit at the close of the fiscal year.
The Treasurer shall serve on the Ways and Means Committee.
The Treasurer shall seek approval from the Executive Committee for all disbursements over $100.
ASISTANT TREASURER
The Assistant Treasurer shall perform all tasks assigned by the President.
The Assistant Treasurer shall assist the treasurer in all duties upon request of the treasurer.
The Assistant Treasurer shall work closely with the Secretary.
The Assistant Treasurer shall serve in the absence of the Treasurer and shall assume the office of the Treasurer if that office becomes vacant.
PARLIAMENTARIAN
The Parliamentarian shall keep the President and the Executive Board informed as to the rules and procedures for conducting the business of the AAC-NCDP. Such rules and procedures shall include the AAC Bylaws, the Plan of Organization of the North Carolina Democratic Party and Robert’s Rules of Order. (Latest Edition).
The Parliamentarian is responsible for the orderly conduct of all meetings of the AAC-NCDP and shall have the final decision on the Parliamentary law. In the absence of adopted rules of procedure and Statuary regulation (AAC0-NCDP Bylaws and Amendments), the Parliamentarian shall invoke the use of Robert’s Rules of Order.
All officers shall transmit records pertaining to their office to their successor within 10 days of vacating office.
